SR STRATEGIC IT BUSINESS ANALYST

Role Overview 

Logapps is seeking a Senior Strategic IT Business Analyst to support a federal client located in the Washington, DC area. The individual will be located at our headquarters in Falls Church, VA, and visit the client site as needed.  The candidate will interact with client program managers, technical experts, portfolio managers and subject matter experts to gain an understanding of systems and applications as they relate to cost, risk and performance. The client will be supported by the candidate in three main areas: strategy, research and analysis.

The candidate will provide strategic planning support to the client and develop briefings, strategy plans, roadmaps and acquisition strategy. They will also work with Project Managers, Portfolio Managers and procurement officials.  Additionally, the candidate will work with an analysis team to develop independent government cost estimates (IGCE), business case analyses (BCAs), analyses of alternatives (AoAs), and ad-hoc analyses, for projects supporting the client portfolios and assist with the business case process design and rollout.

Key Responsibilities:

  • Develop 5-year strategy plans and roadmaps of new or existing IT systems
  • Conduct market research and fact-findings, interview vendors, and collect sufficient data to enable client leadership to make decisions
  • Follow a systematic methodology for IGCE, BCA and AOA development, supported by evidence and defendable to senior leadership
  • Apply basic research and analysis techniques to cost estimation and budget development efforts
  • Support system or software cost estimates by researching various sources to collect data regarding contract information, business processes, workflows, requirements, and vendor interviews
  • Develop cost models using Microsoft Excel and, in some cases, using parametric tools
  • Provide documentation of data sources, analysis methodology, and results
  • Create PowerPoint slides for client presentations and other briefings
  • Perform data analysis utilizing data from multiple sources, and recommend actions
  • Maintain database of project and portfolio information to include software size, software development productivity, cost and schedule
  • Organize, prioritize and manage multiple priorities at the same time
  • Protect information by keeping financial data secure and confidential
  • Perform systems analysis and vendor research
  • Develop cost studies
  • Contribute to blogs, white papers and case studies

Basic Qualifications:

  • U.S. Citizenship
  • Master’s Degree and five (5) years, or Bachelor’s and eight (8) years of general experience working in a consulting environment. Degree in Engineering, Computer Science, Economics, Math, Accounting, Statistics, or a related science or technology field
  • At least one year of specialized experience directly related to Strategy Development
  • At least one year of specialized experience directly related to Research and Analysis
  • At least one year of experience managing client meeting presentations
  • Detailed understanding of the SDLC and IT Project Management process
  • Proficient in Microsoft Excel, including functions, pivot tables, lookups and filters
  • Some knowledge of cost modeling and cost accounting
  • Ability to develop and knowledge of how to develop strategy reports, briefings and white papers.
  • Interest in Information Technology
  • Strong data analysis, research and fact-finding capabilities
  • Strong technical writing skills, including the ability to develop presentations and materials for various types of audiences
  • Proven ability to work independently while driving and managing assignments from concept through deployment/launch

Preferred Qualifications: 

  • Microsoft Office Suite Training, with focus on intermediate/advanced Excel skills
  • 3-5 Years’ experience working for the federal government
  • ITIL Foundations Training
  • Project Management Professional (PMP) Certification
  • Lean Six Sigma Certification or Training
  • Experience with Agile Project Management Practices
