Senior Cost Estimator
Location: Falls Church, VA
Classification: Part-Time
Position Summary: Logapps LLC is currently seeking a Senior Cost Estimator for federal projects in the Washington DC area. The candidate will be responsible for developing cost estimates using a variety of techniques including (but not limited to) statistical modeling, parametric analysis, engineering estimation, and cost estimating relationships.
RESPONSIBILITIES:
- Use parametric models (ACEIT,True Planning, COCOMO, SEER-SEM, etc.)
- Collect data and apply risk and uncertainty analysis
- Document analysis in narrative form
- Effectively work with program managers, technical experts, and SMEs to develop an understanding of technical architecture and program baseline
- Establish key assumptions for cost estimates
- An understanding of software size estimation techniques (such as function point counting) is a strong plus
SUCCESS FACTORS:
- Ability to organize, prioritize, and manage multiple priorities at the same time
- Proficient in using Microsoft Excel capabilities including functions, pivot tables, lookups, and filters
- Experience using parametric models such as COCOMO, SEER-SEM, ACEIT and True Planning
- Excellent critical thinking and problem solving skills
- Strong oral, written, and communication skills in business-related and technical situations
- Strong mathematical and financial analysis skills
QUALIFICATIONS REQUIRED:
- A minimum of a bachelor’s degree in Information Technology, Systems Engineering, Industrial Engineering, Computer Science, Economics, Math, Accounting, Statistics or a related field. Master’s degree preferred
- Five years of relevant work experience. Experience working with federal government in information technology preferred
- Knowledge of software development lifecycle methodologies, including Agile and Waterfall
- Experience in requirements analysis and business process re-engineering
- Knowledge of IT strategy and design disciplines, including IT portfolio management and IT project management
- Familiarity with the federal acquisition process
- Consulting experience a plus
- Must be a US Citizen (federal contract requirements)
